the best mats are the ones with a honeycomb / double-layer design. basically, the top layer has holes that let the litter fall through, and the bottom layer traps it so you can just pick it up and dump it back into the box. they're usually made of a soft foam material that's easy on bare feet too.

If you're looking for something cheaper, you could go to your hardware store and cut a 12-foot section of bulk carpet runner to put in. This will vacuum better. But it will hold onto hair more obviously.
